No. It comes with a bottle that is pointed for application. Very easy to use to get to your roots. Love Féria been using for years. Not for coloring grays.

Is this color close to the C100 that came with a highlighting wand? it is a discontinued color.

I'm sorry, I can't answer your question exactly. I can say however that I have been using the same Feria number 100 for over 20 years and the while the dispenser bottle has changed a bit, it doesn't affect the appliation.

Does it provide 100% gray coverage

Yes, it covers all my grey very well.
